New Mexico has a complex gaming history. When the Indian Gaming Regulatory Act was signed by the House in 1989, it seemed like New Mexico might be one of the states to get on the Indian casino craze. Politics assured that would not be the case.

The New Mexico governor Bruce King appointed a working group in 1990 to create a contract with New Mexico Indian tribes. When the panel came to an accord with two important local bands a year later, Governor King refused to sign the agreement. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that American Indian gaming in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the Indian bands, anti-wagering forces were able to hold the accord up in the courts. A New Mexico court found that Governor Johnson had overstepped his bounds in signing the deal, thus costing the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the CNA, signed by the New Mexico legislature, to get the ball rolling on a full accord between the State of New Mexico and its Amerindian bands. A decade had been burned for gaming in New Mexico, which includes Native casino Bingo.
